Like, the powder you grind manually can be applied to open wounds to stop infection and disinfect the area or even taken orally. I always imagined the herbs as a non addictive morphine like substance when ground into powder/put into sprays/tablets and with possible antiseptic/antibiotic properties. In later games they are in other places too but Umbrella or other companies that deal with things like that are around so I assume it's their supply they ahve cultivated and spread around. In terms of the rest of the series, I believe Umbrella was based in Raccoon city because the herbs are specific to that reigon. In terms of re-attaching limbs and closing huge wounds, there is an ingame explanation to this, hunt around TV tropes if you like but it's actually attached to the story of this game.
